35amp upgrade kit, cruise control question

After 12,747 miles on my Rover ST1, the original controller quit working. I installed the Bolton 35amp. upgrade kit and I'm back on the rode again.  There's suppose to be a cruise control option with this upgrade, but I don't know how to activate it. I have C7 set at 1 for cruise on. The instructions I found online from Big Game Bikes states that if this feature is activated, holding the up arrow button when riding will set the cruise control at your current speed. When I try that, all that happens is my lights turn on or off. Can anyone help me get this feature working. I called Area 51 and they said they would get back to me but it hasn't happened in the last 3 days. I hope someone here can help me out. Thanks in advance

It's the down arrow.

Here's a link to a more in-depth manual for those controllers, in case you don't have it.  Cruise control is on page 10, FWIW.  It's somewhat Chinglish, but still comprehensible ... mostly.

Shucks Ma'am, I'm no "Hero Member", I just like to wear this cape.
