I just got my Rad City Step Thru: today while driving I had a weird siren like noise for about 2 to 3 minutes. I was travelling up a very mild hill. I stopped and turned around and the sound stopped. This was my 2nd time riding the bike, do I contact the company? Is it a problem that I need to take to a bike shop?

No the sound was still there on my 3 ride, more pronounced. It seems like it is coming from the front wheel.

It sounds like the front brakes may not be adjusted correctly. Pivot the bike on the kickstand, allowing the front wheel to elevate above the ground. Then spin the front wheel to see if the brakes are dragging. If so, adjust the brakes to get rid of the drag.
