Radster trail compared to Radcity 5

Is anyone else having trouble with the Radster trail? very poor performance as compared to the Radcity 5, I have to ride the radster trail in level 5 to be even close to the radcity in level 3, the help desk says its due to the Torque sensor difference from the Cadence sensor..... but the bike still sucks, when I try to achieve more PAS to climb a hill or fight a headwind the bike won't produce enough watts on its own I have to use the throttle.
I have been very happy with my Radcity 5 in fact I have just passed 6000 miles, very fun to ride, the Radster trail is just slow and heavy unless I'm pedaling as hard as I can, but that's not why I ride a e-bike

Does anyone have any suggestions? rad service says there is no fixing the power output or PAS level due to the Torque sensor
