The bike is a Rad 6+.
The semi-integrated battery does not charge. The charging light is green. There are no lights on the battery. I have tried the shipping mode release. The charger works on my other battery. The internal battery has the black plastic wrap. This one does not have the same fuse as the blue wrapped battery. When plugging the charger in, I get 48v on the end of the battery (outside connection). It diminishes quickly when I unplug the charger. I have left it on the charger for several hours with no change. I have not tested each cell yet. I used my DMM for continuity on the soldered in tiny little fuses with no issues. I noticed there is a "RST" hole in the BMS. like other known batteries I tried touching the "RST" with the "GRD" and it did not reset.
Has anyone had success in reviving or fixing this black wrapped battery that does not seem to charge?

I'm sorry to tell you that I believe you're in the same spot as I am and your BMS is fried. I don't think there is a repair other than trying to rebuild your pack with a new bms or have a electronics wiz repair the bms, but I'm sure that's $$$

I believe the chip circled in red is fried on mine.
I'm going to try and replace the bms... never have done this before but I'm going to try.
I'm down to collab on this if you want to gather info here.
Did you scratch that chip or was the damage already there to lead you to suspect it?
I'm just lookig for clues on a failed battery pack marked as model APP00356 13INR19-66-4.
On this version the two fuses are soldered on SMD instead of the previous automotive style plug in fuses. I'm thinking of trying to replace the BMS because the fuses are good.
