A friend of mine has the rad rover step thru model. I would have to check it out and get back to you, however I believe that on the rad website look up the basket (it bolts onto headset of frame). It probably is a universal fit (one size fits all - or most). He installed the large front rack, so I think it owuld work fine.

For what its worth: I was concerned about the key code issue, as it seems like MANY batteries from rad are coded alike. My "solution" at this point is to 1) take battery with me everytime I lock bike up, 2) I installed (stick on) remote alarm to the battery itself, as well as onto the bike frame => two allarms coded alike. I set them on high alert, so far no problems.
I went to a reputable key smith and was told: 1) that one really cannot "change out" the tumblers (inside cylinder to make a custom code; and 2) IF one was to open up the battery obviously the "warrantee" is voided - if you are still under warrantee that can be an issue that may bother you.

Also, I am working on a "better solution" => find a way to use my kryptonite u-bolt lock to prevent actual battery removal. (A work in design process).

Apparently Rad thought this was a pretty common issue with their "version 1" Front basket, as when it happened to my basket (light bracket pulled stud out of bottom of basket on first ride). It ruined the light and banged up my frame/wheel/spokes fairly bad.  Rad told me they would take care of me regarding this issue, and they did. No surprise there - they have great customer service and complaint resolution. RAD ended up sending me a new (version 2) basket with beefed up threaded barrel stub, a replacement premium light and bracket, and later they sent a standard light and bracket (as they said the extra weight of the premium light could not be supported safely by even the beefed up threaded barrel).
I was impressed with the care and concern they showed for my ride experience and safety.

Igloo makes an ice chest that fits nicely (albeit tightly) inside the large front basket (which bolts onto front of my RR+).  It has a hinged lid which stays closed and "on" despite bumps. Found mine at ACE Hardware. ~$17.
