I've had this issue for more than a month. Unplugging the tail light works, but swapping the tail light from my wife's Radcity doesn't help. This first occurred at about the one year mark. Waiting on Rad to see what to do next.

I just installed a Thule Chariot hitch on my Radcity 4 using these instructions from Youtube: https://youtu.be/ExNQ1ICba8M. It worked and appears safe. I believe you need to drill or dremel the coupling out to fit the Rad axle. I am going to try it this weekend. I am very sure this is not recommended by either Radbikes or Thule.
