Maintaining pedal rhythm

New RAD Mission Owner here. I am using PAS 1 and cannot maintain rhythm, it seems the bike wants to constantly go faster and I want to go a constant speed. Is there any way to adjust this?  On  a slight hill it is perfect, on the flat or downhill it is not.

I use freewheel to coast my Radmission down hills. On level pavement I alternate between PAS 0 and coasting. I use PAS 1 or a squirt of throttle to maintain a reasonable speed (cadence) uphill. If i'm loosing speed, I go to a higher PAS level. If I'm warmed up, I use PAS less.
